Picked another mysterious local bus board up today at the swap meet. any ideas on this thing?

The board is labeled op86-0025-b12 but nothing comes up via search and a jumper guide would sure be helpful.
on to the card though. is this Opti local bus or a dual opti/VLB or something else? I've seen Opti local bus cards before but I've never seen any with that expanded part like VLB uses.
