I have this jumper wire going from inductor L2 to capacitor C45. I'm using the service manual pages 23, 24 and 25 as reference. Also see image below

I've been reading alot regarding this type of circuit and I don't understand why this is necessary. What can possibly warrant this type of "fix".
By the way, this computer never worked more than 2 minutes after it was repaired decades ago. Out of the box this computer smoked and broke.
Anyway, I'm getting a new PLA soon, I got a new PSU, but I don't know if I should power it up without knowing what this LC circuit is doing first.
Can anybody shed light on this mystery, please?
