Noisy PSU fan

I'm putting together a Pentium SY022 with a Gigabyte GA-5AX (ATX only), and I'll be using old sound cards on it, so I need an ATX PSU with the white -5v cable.

I have the right PSU with the -5v white cable (let's call it PSU1), but it has a very noisy fan. I have another ATX PSU (PSU2) without the -5v cable that is completely silent, and I compared the fans, and they are very similar (same exact size).
I tried using the fan from PSU2 (12V 0.20A 2.40W) in PSU1, but it makes the same humming noise as it did with the previous fan (12V 0.12A). So the fan isn't the problem, the problem has to do with the PSU itself.

What can you recommend me to do to solve/diagnose this problem?

I measured the voltage output of the fan connectors in both PSU. PSU2 (silent) outputs 11,78V, and PSU1 (noisy) 12,07V. Perhaps, that is the determining factor or has nothing to do with it? It's the only thing I could think of since I know very little of electronics.
