Question on Auction Description

I recently won the auction for a graphics card, listed as New (other), with the following description:

Brand new never used! Bought it a while ago for a computer I never ended up finishing. Now just trying to clean out my room. Feel free to make an offer!

The pictures in the auction showed the retail box and the card itself in an inner plastic box (no pics of the drivers or manual). When I received the card, only the card was there. The drivers and manual were not there and the card's back plate was slightly bent. The total cost was $13 (not much, but no reason to throw away money). Plus it just seems I got taken (even though it may have been unintentional). The seller offered a partial refund (25%) but I have asked for $8 and I will attempt to (a) locate the drivers and (b) hope the card works. For $5 I may get a workable card.

Based on the listed condition and description, would you have concluded all the original material was in the box?
